概要：
2003年3月に東京で開催した「第1回アジア太平洋グリーン電力国際会議」に続き、韓国テグ市で開催された「国際ソーラーシティ会議2004」の機会を利用して、「アジア太平洋グリーン電力ワークショップ」を開催しました。

昨年の国際会議では、日本の世論にグリーン電力プログラムを紹介し、その後のグリーン電力の普及にもつながるネットワークを形成しました。

今回のワークショップは、まだグリーン電力プログラムが導入されていない韓国に、海外での普及状況や消費者が自ら選ぶグリーン電力プログラムの概要について紹介し、さらに将来のグリーン電力導入の可能性について議論することを目的としたものです。

国際ソーラーシティ会議2004(International Solar Cities Congress 2004 in Daegu)について

11月14日から18日にかけて、都市の自然エネルギーに関する「国際ソーラーシティ会議2004」（International Solar Cities Congress 2004：以下ISCC2004）が開かれた。ソーラーシティとは、気候変動、自然エネルギー、都市計画に関心を寄せる都市であり、特に2050年までの大気の安定化のために、一人当たり二酸化炭素排出量の共通目標に基づいた、自然エネルギーを用いた総合的なエネル ギー計画に重点を置いている。

参加都市は開催地であるテグ（韓国）、北京（中国）、札幌市（日本）、ヨーテボリ（スウェーデン）、ハーグ（オランダ）、ケープタウン（南アフリカ）、サンタモニカ（アメリカ）、アデレード（オーストラリア）など世界各地から20に上った。

本会議では自然エネルギーの利用技術、運輸や都市計画、環境経済や政策などの各セッションに加え、札幌市の上田市長も参加した市長サミットやビジネスフォーラム、市民フォーラム、展示会など様々なプログラムが準備されていた。ISEPからは市民の取り組みについて大林が、国の政策について飯田がプレゼンテーションを行った。

またISEPではISCC2004と連動し、14日に「アジア太平洋グリーン電力ワークショップ」を開催した。日本、台湾、オーストラリアからの自然エネルギーの現状やグリーン電力プログラムの報告に加え、アメリカやグリーンピースインターナショナルの取り組みなども紹介された。

会議の成果として出されたテグ宣言では、上述した一人当たりの二酸化炭素排出量目標や都市毎の自然エネルギー導入目標などについて、ソーラーシティ同士のパートナーシップを通して実効性のある施策を打ち出していくことが述べられた。

今年6月にドイツで開催された「自然エネルギー2004ボン国際会議」では、国レベルの自然エネルギー促進政策について話し合われたが、今回のISCC2004のような都市レベルでの取り組みも非常に重要である。特に現在の日本のように国レベルの推進政策が不十分である場合には、地方自治体の取り組みが自然エネルギー普及に大きな役割を果たすと考えられる。今回会議に参加した札幌市をはじめ、 他の都市の動向にも注目していきたい。（ISEPメールマガジンSEEN12月1日号より抜粋）

Tetsunari IIDA
Executive Director, Institute for Sustainable Energy Policies (ISEP), Japan
Tetsunari IIDA is Executive Director at Institute for Sustainable Energy Policies (ISEP). ISEP is non-profit and independent research institute based in Japan, focusing on promotion of sustainable energy policies at the local, national and global level. He is also the Chairperson at Green Energy law Network and serves The Japan Research Institute.
Besides the work as his non-profit and independent position, he is appointed as the members at the Governmental committees; the Energy Policy and the Renewable Energy Policy at the Ministry of Economy, Industry and Trade, the National Environmental Council at the Ministry of Environment. He has been pioneering a variety of activities for promotion of green power, public involvement in the legislative processes.
Prof. John Byrne
Director, Center for Energy and Environmental Policy, University of Delaware, the US.
Dr. John Byrne is Director of the Center for Energy and Environmental Policy (CEEP) and Distinguished Professor of Public Policy at the University of Delaware. He is co-founder and co- executive director of the Joint Institute for a Sustainable Energy and Environmental Future in South Korea. He is also a founding member of the International Solar Cities Initiative – a pioneering program to assist cities around the world in building sustainable futures. He serves as a contributing author to Working Group III of the United Nations-sponsored Intergovernmental Panel on Climate Change (IPCC). Dr. Byrne has been appointed Policy Advisor to the Environmental Forum of the Korea National Assembly (the only non-Korean to serve in this capacity). Dr. Byrne is editor of the annual book series Energy and Environmental Policy, published by Transaction Books, and he has published 12 books and over 150 research articles.
Dr. Eric Martinot
Worldwatch Institute, the US.
Dr. Eric Martinot is a Visiting Fellow with the Worldwatch Institute in Washington DC and an Adjunct Professor with the University of Maryland. From 2000-2003, Dr. Martinot served as a Program Manager for the Global Environment Facility (GEF) at the World Bank in Washington DC. From 1995-1999, he served as a consultant on international energy programs and projects for the World Bank, United Nations, National Renewable Energy Laboratory, and International Energy Agency, and also as a Senior Scientist with the Stockholm Environment Institute–Boston. Dr. Martinot is author of over 50 publications on renewable energy and energy efficiency in countries in transition and developing countries. He received a Ph.D. in Energy and Resources at the University of California at Berkeley and a B.S. in Electrical Engineering from the Massachusetts Institute of Technology.
Takeshi Shoda,
President, Japan Natural Energy Co., LTD, Japan
Takeshi Shoda is President at Japan Natural Energy Co., LTD which was established in 2000. JNEC is the subsidiary of Tokyo Electric Power Co., and the first company in Japan to provide intermediary service between renewable energy producers and customers by issuing green power certificates. Takeshi Shoda took the degree in economics at Keio University. In 1988, He started his career in the energy field at TEPCO, and from 1996 to 1998, as a visiting fellow at the Institute of Energy Economics Japan, he conducted substantial economic studies on renewable energy and energy efficiency policies, including trends of green power in foreign countries. He also served Tokyo Electric Power Company as sub manager of Marketing Department at East Tokyo Office and as sub leader of project and research group at Planning Department.
Mark Fogarty
CEO and Director, Greenbank Capital, Australia
Mark Fogarty is CEO and Director at Greenbank Capital. Greenbank Capital facilitates innovation in Sustainable Energy and Water. Prior to this role Mark was CEO of SEDA ,the NSW Government Sustainable Energy Development Authority. SEDA pioneered the National Australian Green Power Scheme and was responsible for facilitating sustainable energy investment and reducing Greenhouse gas emissions. Mr. Mark Fogarty is Senior Deputy Chairman of the Sustainable Energy Roundtable in Australia. He is a Director of the Australian Business Council of Sustainable Energy. He is on the Advisory Board of the Australian Center for Environmental Law University of Sydney.Mr. Mark Fogarty is a practicing solicitor with a law degree and he holds Masters degrees in Management and Law.
Prof. Gloria Hsu
National Taiwan University, Taiwan
Gloria Kuang-Jung Hsu is Professor at National Taiwan University. Major academic interests are Atmospheric Chemistry, Air Pollution. Hsu received B.S. degree in Chemistry from National Taiwan University, and Ph. D in Chemistry, University of Pittsburgh, USA. After graduation, Hsu worked at the NASA/Jet Propulsion Laboratory, Pasadena, California, USA. Hsu joined the faculty of Department of Atmospheric Sciences, National Taiwan University, Associate Professor. Ms. Gloria Kuang-Jung Hsu Began as an academic consultant to environmental groups in the early 90s on the possible transport of pollutants from nuclear power plant. She served as a science advisor, Chair of the Coordinator of Academic Committee, and Vice Chair of the Taiwan Environmental Protection Union. Her involvements over the years include anti-nuclear movement, climate change, air pollution, and waste management. She received Master in Public Administration from Kennedy School of Government, Harvard University at 2003. She sincerely hopes to make more contributions in energy and environmental policy analysis in the near future.
Dr. Gerd Leipold
International Executive Director, Greenpeace International
Gerd Leipold is International Executive Director at Greenpeace International. A scientist by training and German by birth, Dr Leipold was based in London for the past 10 years where he directed Greenpeace’s Nuclear Disarmament Campaign. He then left the organisation to set up his own consultancy company specialising in advising Non Government Organisations (NGOs) on strategy and communications. He maintained his contact with Greenpeace during that time by conducting campaign training for various national offices Dr Leipold’s long involvement with Greenpeace has included being Executive Director of Greenpeace Germany, chair of the Board of Greenpeace Nordic and a board member of Greenpeace Germany and Greenpeace USSR.

Edward Smeloff
Assistant General Manager, San Francisco Public Utility Commission, the US.
Edward Smeloff is the assistant general manager at the San Francisco Public Utilities Commission. At the San Francisco Public Utilities Commission, He put in place a major solar energy development program that has built the largest city-owned solar electric power plant in the U.S on the roof of the San Francisco Moscone Convention Center. He served as President of the Sacramento (California) Municipal Utility District (SMUD) Board of Directors, leading this publicly-owned in California’s capital city in developing solar, wind, geothermal and biomass power projects. Mr. Smeloff also served as Executive Director of the Pace Law School Energy Project in New York where he worked with environmental organization in the Northeast United States in advocating for the development of renewable energy policies as part of the restructuring of the electric utility industry. He has been a leading advocate for renewable energy development in the United States for the past 20 years.
